Work to date

Background

The site is allocated for development in the adopted South Oxfordshire Local Plan, which forms the basis for all planning decisions in the district. At this time the majority of the site was removed from the Green belt.

The Local Plan was subject to extensive consultation and was examined and approved by an independent Local Plan Inspector in summer 2020, before its adoption by SODC.

Since then, we have carried out an extensive programme of activity to fully explore the site and its opportunities including engaging with technical stakeholders such as the Berks, Bucks and Oxon Wildlife Trust (BBOWT), Historic England, Natural England, The Environment Agency and Oxfordshire County Council Highways.

Our initial public consultation was held from 3 March to 31 March 2022. We’re currently considering the feedback we received as we work to develop a more detailed design for Bayswater.

We have also carried out a range of extensive ecological and environmental studies, archaeological and heritage surveys as well as rigorous transport and flood modelling. This work will be continued as we refine our proposals and put together a draft planning application. We will be holding another consultation on this draft planning application later this year.

Understanding the site

These studies and engagement with the community and stakeholders helped us identify constraints and opportunities across the site at an early stage in our work.

This means making sure wildlife and habitats are left in a better condition than before the site was allocated.

Enquiry by Design (January – October 2021)

The constraints and opportunities of the site were guided by discussions with key groups during a process known as Enquiry by Design (EbyD).

This process involves working with a wide range of organisations in Barton and beyond, to ensure key community representatives are helping to inform the principles behind our masterplan.

Some of the focus areas identified during this time included:

  • Flooding: We have developed a detailed understanding of the Bayswater Brook system to better understand the flood risk at the site, modelling the most high-risk scenarios to the area and identifying the most extreme flooding scenarios.
  • Transport: Our approach to understanding transport opportunities considered the site’s proximity to Oxford, alongside current and emerging local transport policies. Our focus has been on prioritising walking, cycling and public transport, whilst still allowing for some car movement. This approach has shaped and continues to shape our modelling, which is being undertaken in consultation with Oxfordshire County Council.
  • Environment: We have carried out extensive ecological surveys to understand the species and habitats that needed protecting across the site. We have also considered the Sydlings Copse Site of Special Scientific Interest (SSSI) – an important environment that needs to be protected.
